The Cancun Declaration dated April 16, 2008 established a Reflection Group, headed by Mexico, responsible for:

Evaluating the most appropriate means to institutionalize the Latin American Pacific Arc, including its possible structure, frequency and level of meetings and the eventual creation of monitoring mechanisms, while respecting its flexible nature and its character as a forum for political dialogue and consensus building. To that extent, the current regional integration schemes should be taken into account. .

2. To exchange experiences on institutional strengthening for development, particularly in regard to the identification of priorities in public policy and promotion of transparency and good governance.
